David L. Bodner

Biography

David provides guidance to clients on all aspects of doing business with the federal government and litigating federal procurement matters. He has bid protest experience before the Government Accountability Office, United States Court of Federal Claims, and the United States Court of Appeals for the Federal Circuit.

An important aspect of David’s practice is using federal experience and practical solutions to help clients navigate various federal contracting issues such as regulatory compliance, claims, prime and subcontract negotiations, and investigations. He is also an experienced adviser on data rights, licensing, and non-traditional contracting vehicles such as other transaction agreements.

Prior to joining Blank Rome, David served as an attorney advisor for the U.S. Department of the Navy Office of General Counsel where he advised program managers on cradle-to-grave major weapon systems and support services procurements. He also served as a Contracting Officer with an unlimited warrant at the U.S. Department of State, where he procured and administered U.S. embassy security, professional support services, IT supplies, and software licensing. 

David is an active author and speaker in the government contracts field. He has written on bid protests in the Public Contract Law Journal, claims in The Government Contractor, and data rights in the Briefing Papers. He serves in a leadership position for the American Bar Association’s Public Contract Law Intellectual Property Committee.
