Mark R. Haskell

Biography

Mark Haskell advises his clients on matters related to the U.S. Federal Energy Regulatory Commission (“FERC”), including FERC investigations, litigation and related court appeals, and Commodity Futures Trading Commission (“CFTC”) investigations affecting the energy industry.

Mark represents natural gas and power marketers, local distribution companies, end-users, producers, industrial consumers, and liquefied natural gas (“LNG”) and shale gas developers in energy regulatory matters.

As a natural gas litigator, he handles administrative litigation for shippers affected by interstate natural gas pipeline rates, terms, and conditions of service. This work has previously involved many interstate pipeline systems. He has assisted clients in rulemaking proceedings, including FERC’s anti-manipulation rules and pipeline restructuring matters. He also addresses commercial and regulatory issues in the United States for LNG and shale gas developers.

Mark represents shippers in litigation under the U.S. Interstate Commerce Act as it relates to rates, terms, and conditions of service for regulated common carrier transportation of oil and natural gas liquids. He also assists producer/shippers involved in new common carrier pipeline development projects or pipeline expansions.

He manages FERC and CFTC investigations of physical and financial energy commodity trading and handles investigations of electric reliability-related incidents. He also develops compliance plans, pursues internal investigations, and develops energy compliance training.

Mark provides compliance-related regulatory due diligence in connection with acquisitions. He brings to his energy litigation practice experience defending gas and power refund claims associated with regulatory changes, market dislocations, and allegations of market manipulation.

Chambers USA states that Mark adeptly advises his clients across the full gamut of oil and gas-related regulatory matters. He is “supremely knowledgeable of the industry and is a dean of the enforcement defense Bar,” reports a client. According to another source, Mark “is incredibly detail-oriented, extremely knowledgeable and always up to speed with changing market trends.” Chambers Global reported that clients say the Mark is “[o]ne of the best oil and gas attorneys in the country.
